{"id":81358,"date":"2025-06-24T10:50:36","date_gmt":"2025-06-24T08:50:36","guid":{"rendered":"https:\/\/www.almega.se\/?p=81358"},"modified":"2025-06-24T11:34:01","modified_gmt":"2025-06-24T09:34:01","slug":"lagandringar-halvarsskiftet-2025","status":"publish","type":"post","link":"https:\/\/www.almega.se\/2025\/06\/lagandringar-halvarsskiftet-2025\/","title":{"rendered":"Lag\u00e4ndringar halv\u00e5rsskiftet 2025"},"content":{"rendered":"\n<h3 class=\"wp-block-heading\" id=\"h-andringar-i-diskrimineringslagen\">\u00c4ndringar i diskrimineringslagen<\/h3>\n\n\n\n<p>Den 1 juli 2025 tr\u00e4der en \u00e4ndring i diskrimineringslagen i kraft som inneb\u00e4r att diskrimineringsgrunden k\u00f6n \u00e4ven omfattar den som avser att \u00e4ndra eller har \u00e4ndrat sitt k\u00f6n i folkbokf\u00f6ringen, eller har \u00e4ndrat sin kropp genom vissa kirurgiska ingrepp. Detta inneb\u00e4r att personer som vill \u00e4ndra sitt k\u00f6n, eller har gjort det, kommer att omfattas av diskrimineringsskyddet i samband med k\u00f6n.<\/p>\n\n\n\n<p>Bakgrunden till \u00e4ndringen \u00e4r en ny k\u00f6nstillh\u00f6righetslag som ocks\u00e5 b\u00f6rjar g\u00e4lla den 1 juli 2025, vilken g\u00f6r det enklare att \u00e4ndra juridiskt k\u00f6n, allts\u00e5 det k\u00f6n som \u00e4r registrerat i folkbokf\u00f6ringen. Lagen inneb\u00e4r att personer som har fyllt 16 \u00e5r kan \u00e4ndra sitt k\u00f6n i folkbokf\u00f6ringen efter en f\u00f6renklad pr\u00f6vning av k\u00f6nsidentiteten.<\/p>\n\n\n\n<p>F\u00f6r arbetsgivare inneb\u00e4r detta att man beh\u00f6ver se \u00f6ver sina rutiner och policys f\u00f6r att s\u00e4kerst\u00e4lla att man lever upp till de nya kraven i diskrimineringslagen. Det \u00e4r viktigt att informera och utbilda personalen om de nya reglerna och hur de ska hanteras i praktiken. Sammanfattningsvis inneb\u00e4r \u00e4ndringen i diskrimineringslagen att skyddet mot diskriminering ut\u00f6kas till att omfatta personer som vill \u00e4ndra eller har \u00e4ndrat sitt k\u00f6n.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-nya-krav-pa-tillganglighet\">Nya krav p\u00e5 tillg\u00e4nglighet<\/h3>\n\n\n\n<p>I sommar tr\u00e4der en ny lag ikraft som bygger p\u00e5 EU:s tillg\u00e4nglighetsdirektiv \u2013 lag om tillg\u00e4nglighet till vissa produkter och tj\u00e4nster. Lagen syftar till att undanr\u00f6ja och motverka hinder f\u00f6r en effektiv konkurrens och att fr\u00e4mja personers j\u00e4mlikhet i levnadsvillkor och delaktighet i samh\u00e4llslivet. De nya lagkraven g\u00e4ller fr\u00e5n och med 28 juni 2025.<\/p>\n\n\n\n<p>Den nya lagen om tillg\u00e4nglighet till vissa produkter och tj\u00e4nster g\u00e4ller alla f\u00f6retag. F\u00f6r arbetsgivare \u00e4r skyldiga att vidta sk\u00e4liga \u00e5tg\u00e4rder f\u00f6r att s\u00e4kerst\u00e4lla tillg\u00e4nglighet f\u00f6r personer med funktionsneds\u00e4ttning. Arbetsgivare m\u00e5ste integrera tillg\u00e4nglighetsarbetet med det systematiska arbetsmilj\u00f6arbetet och f\u00f6lja diskrimineringslagens f\u00f6rbud mot bristande tillg\u00e4nglighet.<\/p>\n\n\n\n<p>F\u00f6r att uppfylla kraven i lagen om tillg\u00e4nglighet till vissa produkter och tj\u00e4nster kan arbetsgivare vidta en rad specifika \u00e5tg\u00e4rder, inklusive fysiska anpassningar av arbetsmilj\u00f6n, anskaffning av tekniska hj\u00e4lpmedel, anpassning av arbetsuppgifter och arbetstider, samt tillg\u00e4nglighetsanpassning av digitala och fysiska produkter. Sk\u00e4lighetsbed\u00f6mningen \u00e4r central och tar h\u00e4nsyn till arbetsgivarens ekonomiska och praktiska f\u00f6ruts\u00e4ttningar, funktionsneds\u00e4ttningens art och anst\u00e4llningens varaktighet och form. R\u00e4ttspraxis visar att arbetsgivare inte alltid \u00e4r skyldiga att vidta omfattande eller kostsamma \u00e5tg\u00e4rder, men de m\u00e5ste aktivt arbeta med att f\u00f6rebygga och motverka bristande tillg\u00e4nglighet.<\/p>\n\n\n\n<p>I april 2019 antog EU tillg\u00e4nglighetsdirektivet som ska till\u00e4mpas i alla EU:s medlemsl\u00e4nder fr\u00e5n den 28 juni 2025. Syftet med tillg\u00e4nglighetsdirektivet \u00e4r att s\u00e4kerst\u00e4lla att personer med funktionsneds\u00e4ttning har samma m\u00f6jligheter som andra att delta i samh\u00e4llet och dra nytta av olika tj\u00e4nster och produkter.<\/p>\n\n\n\n<p>Lagen inneb\u00e4r att vissa produkter och tj\u00e4nster ska uppfylla krav p\u00e5 tillg\u00e4nglighet.<\/p>\n\n\n\n<p>Produkter som omfattas \u00e4r bland annat datormaskinvarusystem med generella anv\u00e4ndningsomr\u00e5den, terminalutrustning med interaktiv datorkapacitet som anv\u00e4nds vid elektronisk kommunikation eller f\u00f6r \u00e5tkomst till audiovisuella medietj\u00e4nster, l\u00e4splattor och sj\u00e4lvbetj\u00e4ningsautomater.<\/p>\n\n\n\n<p>Tj\u00e4nster som omfattas \u00e4r bland annat tj\u00e4nster som tillhandah\u00e5lls konsumenter och avser elektroniska kommunikationstj\u00e4nster, e-handelstj\u00e4nster, banktj\u00e4nster, e-b\u00f6cker, tj\u00e4nster som ger \u00e5tkomst till audiovisuella medietj\u00e4nster samt vissa passagerartransporttj\u00e4nster.<\/p>\n\n\n\n<p>Lagen inneh\u00e5ller best\u00e4mmelser om CE-m\u00e4rkning, marknadskontroll och tillsyn.<\/p>\n\n\n\n<p>Se <a href=\"https:\/\/www.riksdagen.se\/sv\/dokument-och-lagar\/dokument\/svensk-forfattningssamling\/lag-2023254-om-vissa-produkters-och-tjansters_sfs-2023-254\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lag (2023:254)<\/a> om vissa produkters och tj\u00e4nsters tillg\u00e4nglighet (l\u00e4nk till Riksdagens webbplats).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-ny-arbetsloshetsforsakring\">Ny arbetsl\u00f6shetsf\u00f6rs\u00e4kring<\/h3>\n\n\n\n<p>Ny arbetsl\u00f6shetsf\u00f6rs\u00e4kring fr\u00e5n och med den 1 oktober 2025. Den nya arbetsl\u00f6shetsf\u00f6rs\u00e4kringen tr\u00e4der i kraft och inneb\u00e4r att arbetsgivarintyget f\u00f6renklas. H\u00e4r \u00e4r n\u00e5gra av de viktigaste f\u00f6r\u00e4ndringarna:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>F\u00f6renklade arbetsgivarintyg<\/strong>: Tidigare kr\u00e4vdes detaljerad information om antalet arbetade timmar. Med det nya systemet kommer a-kassorna att h\u00e4mta inkomstuppgifter direkt fr\u00e5n Skatteverket, vilket minskar behovet av omfattande intyg fr\u00e5n arbetsgivaren.<\/li>\n\n\n\n<li><strong>Uppgifter som fortfarande kr\u00e4vs<\/strong>: Vissa uppgifter kommer fortfarande att beh\u00f6va intygas av arbetsgivaren, s\u00e5som anst\u00e4llningens start- och slutdatum, eventuell tj\u00e4nstledighet, orsak till anst\u00e4llningens avslut, erbjudande om fortsatt arbete och utbetalning av avg\u00e5ngsvederlag.<\/li>\n\n\n\n<li><strong>Fr\u00e5n arbetsvillkor till inkomstvillkor<\/strong>: I det nya systemet baseras arbetsl\u00f6shetsers\u00e4ttningen p\u00e5 inkomst i st\u00e4llet f\u00f6r arbetad tid. \u00a0<\/li>\n\n\n\n<li><strong>\u00d6verg\u00e5ngsperiod<\/strong>: Under en \u00f6verg\u00e5ngsperiod g\u00e4ller b\u00e5de de gamla och nya reglerna parallellt. D\u00e4rf\u00f6r beh\u00f6ver a-kassorna fortfarande uppgifter om arbetad tid och inkomst i \u00e4renden d\u00e4r ers\u00e4ttningsperioden har beslutats innan den 1 oktober
