Parterna inom den konkurrensutsatta exportindustrin har inlett f\u00f6rhandlingarna som i slutet av mars resulterar i den s\u00e5 kallade industrinormeringen.<\/p>\n\n<p>\u201dM\u00e4rket\u201d som det ocks\u00e5 kallas anger niv\u00e5n p\u00e5 l\u00f6ne\u00f6kningarna f\u00f6r hela arbetsmarknaden. Denna modell har skapat stabilitet i den svenska l\u00f6nebildningen och varit bra f\u00f6r b\u00e5de arbetsgivare och fackf\u00f6rbund. Sedan b\u00f6rjan av 2000-talet har reall\u00f6ne\u00f6kningarna varit \u00f6ver 50 procent.<\/p>\n\n\n\n<p>Den svenska arbetsmarknaden regleras genom lagstiftning och kollektivavtal. Vi brukar prata om den svenska arbetsmarknadsmodellen. Det inneb\u00e4r att arbetsgivarorganisationer och fackf\u00f6rbund tillsammans kommer \u00f6verens om regler och villkor i kollektivavtalen. S\u00e5 l\u00e4nge kollektiv\u00adavtalet g\u00e4ller r\u00e5der fredsplikt, vilket inneb\u00e4r att det inte \u00e4r till\u00e5tet att strejka eller lockouta, v\u00e4gra \u00f6vertid, blockera jobb eller s\u00e4tta ig\u00e5ng andra strids\u00e5tg\u00e4rder. N\u00e4r ett avtal \u00e4r p\u00e5 v\u00e4g att l\u00f6pa ut \u00e4r det dags att f\u00f6rnya det. Varje part har en f\u00f6rhandlingsdelegation som f\u00f6retr\u00e4der sina medlemmar. Arbetsgivarsidans f\u00f6rhandlingsdelegation \u00e4r utsedd av organisationens styrelse eller av medlemmarna. Den best\u00e5r oftast av vd:ar, personalchefer eller andra personer i ledande st\u00e4llning i medlems\u00adf\u00f6retagen. Det \u00e4r f\u00f6rhandlingsdelegationerna som beslutar om vilka f\u00f6rslag som ska l\u00e4mnas fram och hur man ska st\u00e4lla sig till motpartens f\u00f6rslag.<\/p>\n\n\n\n<p>F\u00f6rhandlingarna inleds med att parterna tr\u00e4ffas och \u00f6verl\u00e4mnar sina yrkanden till varandra. Det \u00e4r dessa krav f\u00f6rhandlingarna kommer att utg\u00e5 fr\u00e5n. Innan avtalet l\u00f6per ut g\u00e5r f\u00f6rhandlingarna in i ett mer intensivt skede. Fack\u00adf\u00f6rbund och arbetsgivare identifierar h\u00e4r vilka fr\u00e5gor man \u00e4r \u00f6verens om och vilka fr\u00e5gor det finns f\u00f6ruts\u00e4ttningar att g\u00e5 vidare med. F\u00f6rhoppningsvis kommer parterna \u00f6verens om ett nytt avtal som ska g\u00e4lla f\u00f6r den kommande avtalsperioden. Om man d\u00e4remot st\u00e5r s\u00e5 pass l\u00e5ngt ifr\u00e5n varandra att fortsatta f\u00f6rhandlingar inte k\u00e4nns meningsfulla kan parterna varsla om konflikt. Vanliga konflikter fr\u00e5n fackligt h\u00e5ll \u00e4r strejk, \u00f6vertidsblockad samt blockad&nbsp;mot ny\u00adanst\u00e4llning och inhyrning&nbsp;av personal. Arbetsgivarna kan lockouta, det vill s\u00e4ga utest\u00e4nga de anst\u00e4llda fr\u00e5n arbetet. Innan konflikt bryter ut m\u00e5ste parterna st\u00e4lla upp p\u00e5&nbsp;medling. Medlare utses av Medlingsinstitutet.<\/p>\n\n\n\n<p>I Sverige \u00e4r det ovanligt att varsel \u00f6verg\u00e5r i utbruten konflikt. Tack vare kollektivavtalen och tydliga roller i avtalsf\u00f6rhandlingarna skapar vi trygghet och ordning p\u00e5 arbetsmarknaden. Med kollektivavtal vet alla vad som g\u00e4ller, vilket g\u00f6r det enklare att planera verksamheten.
